This role plays a critical part in managing orders from initial receipt through desktop review, ROD validation, licence strategy, crew allocation, and final progression to installation. The successful candidate will demonstrate strong operational judgement, proactive client engagement, and a clear focus on achieving Required by Dates (ROD), KPIs, and Service Level Agreements.
A key responsibility of this position is driving operational efficiency across MIS workflows, licence applications, Traffic Management coordination, survey reporting, and national resource allocation.
As Programme Manager, your duties and responsibilities will include:
Order & Programme Management
- Take full ownership of CBF, RTO,orders from creation through to delivery progression.
- Conduct detailed desktop reviews in MIS, ensuring correct status updates, sub-status allocation, and comprehensive notes.
- Apply and monitor Required by Dates (ROD) and Priority numbers to all applicable orders.
- Ensure all new and progressing orders are reviewed promptly and accurately.
- Determine licence requirements using a pragmatic, delivery-focused approach.
- Submit licence applications via AFS and coordinate submissions through SFLOW where required.
- Request Traffic Management quotations in advance of DFE submission where applicable.
- Secure wayleaves for works on private land.
- Obtain in-context imagery from FLMs for TII and Local Authority licence submissions.
- Assign INT survey code orders to Fibre Installers for duct testing from building to first box (Eir or non-Eir).
- Identify and manage third-party dependencies including builder-installed ducts and TM requirements.
- Oversee cabling order progression across:
- Underground (UG)
- Overhead (OH)
- Coordinate resource allocation.
- Review Customer Premises (INT) orders using structured checklists to determine next steps.
- Oversee Customer Readiness Surveys and ensure Survey 123 reports are correctly generated and issued to the OpenEir Project Manager.
- Maintain clear communication with customers via email and internal stakeholders.
- Deliver against RBD targets, KPIs, and Service Level Agreements.
- Monitor programme performance weekly and provide reports to the CMs
- Proactively identify risks, constraints, and dependencies that may impact delivery.
- Manage and document escalations, ensuring timely and successful resolution.
- Maintain accurate reporting within MIS to ensure full transparency for PMO and stakeholders.
- Build and maintain strong working relationships with clients and internal teams.
- Attend operational and client meetings as required.
- Communicate clearly and transparently with staff and stakeholders, setting and managing expectations effectively.

Skills and Knowledge Requirements:
- Minimum 3 years’ experience in telecoms programme coordination, fibre delivery, contract support, or field operations.
- Strong understanding of telecom infrastructure build programmes including civils, containment, poling, underground and overhead works.
- Proven track record of delivering against KPIs, SLAs and Required by Dates.
- Experience managing licence applications, Traffic Management requirements, and third-party dependencies.
- Strong understanding of risk management, including assumptions, issues, dependencies and escalations.
- Proficient in MIS systems and Microsoft Office (Excel, PowerPoint, Word).
- Excellent organisational and prioritisation skills.
- Strong communication and stakeholder management capabilities.
- Delivery-focused with strong attention to detail.
Required Qualifications & Training:
- Relevant qualification in Telecommunications, Project Coordination, Construction, or Operations (preferred).
- Health & Safety awareness training relevant to telecoms and civils environments.
- Traffic Management awareness (desirable).
- Familiarity with wayleave and licence processes (desirable).
