Circet Ireland are looking for an experienced Senior Bid Executive with Programming Experience for our team based in GHQ Clondalkin, Co.Dublin.

The successful candidate will lead the preparation of technical proposals and programmes on tender submissions for large scale power, civil engineering and other utilities projects. 
The ideal candidate will have expertise in bid writing and programming and have previous experience in a medium to large size organisation undertaking these roles.  However, we will consider applications from candidates who can fill either a bid writer or programmer role.

Responsibilities include but are not limited to:


Bid Writing Responsibilities:
  • Proposal Development – Lead the preparation, writing, and submission of high-quality bids and tenders.
  • Content Creation & Management – Prepare well written, logical and technically accurate submissions for bids, aligning with client requirements.
  • Collaboration – Work closely with technical teams, project managers, and commercial teams to gather relevant information.
  • Compliance & Standards – Ensure bid documents adhere to industry regulations, company policies, and client specifications.
  • Bid Strategy & Storyboarding – Assist in developing winning strategies and structuring bid documents effectively.
  • Risk & Competitor Analysis – Assess risks and competitive landscape to improve the likelihood of successful bids.
  • Editing & Proofreading – Review bids for clarity, grammar, and consistency.
  • Document Management – Maintain bid libraries, case studies, and technical documentation for future proposals.
  • Bid Review & Submission – Conduct quality assurance checks and ensure timely submission of bids.

Programming (Scheduling & Planning) Responsibilities:
  • Project Scheduling – Develop logical and detailed project schedules using software, preferably MS Project but Primavera P6 also acceptable.
  • Resource Allocation – Plan resources, equipment, and material requirements to optimize efficiency.
  • Critical Path Analysis – Identify key project activities and ensure timelines are achievable.
  • Progress Monitoring – Track project milestones and report on progress to senior management for live projects.
  • Risk Assessment & Mitigation – Identify potential delays and propose solutions to maintain project timelines.
  • Coordination with Project Teams – Work with engineers, site managers, and stakeholders to ensure smooth execution.
  • Cost & Time Estimation – Assist in developing cost-effective project plans and estimating completion times.  Cost loading of programmes where required.
  • Change Management – Update schedules based on design changes, delays, or unforeseen issues.

Knowledge & Skills Requirements:
 
  • Strong technical writing and communication skills.
  • Ability to read and understand projects scope documents, drawings and technical specifications.
  • Expertise in bid preparation and understanding of procurement processes.
  • Proficiency in scheduling software (e.g., Primavera P6, MS Project).
  • Knowledge of civil engineering, construction, and power project methodologies.
  • Ability to work under pressure and meet strict deadlines.
  • Attention to detail and ability to analyse complex technical documents.
  • Ideal candidate will have third level degree in construction, civil engineering or related discipline
