Circet Ireland are looking for an experienced Senior Bid Estimator for our team based in GHQ Clondalkin, Co.Dublin.

The successful candidate will lead the preparation of tender estimates for large scale power, civil engineering and other utilities projects.

Responsibilities include but are not limited to:


 
  • Bid Preparation & Estimation
  • Analyse project specifications, drawings, and contract documents to determine scope and requirements.
  • Prepare accurate cost estimates for labour, materials, equipment, mechanical and electrical and subcontractor services.
  • Develop risk assessments and mitigation strategies for cost-related uncertainties.
  • Ensure estimates comply with industry standards, company policies, and client requirements.

2. Tender & Proposal Management
  • Lead the preparation of tenders, RFQs (Requests for Quotations), and RFPs (Requests for Proposals).
  • Collaborate with multidisciplinary teams, including engineering, procurement, and project management, to compile bid documents.
  • Conduct value engineering to optimize costs without compromising quality or compliance.
  • Ensure that all tender submissions are accurate, competitive, and submitted on time.

3. Cost Analysis & Benchmarking
  • Conduct market research and analyse historical data to benchmark costs and pricing strategies.
  • Evaluate supplier and subcontractor quotes to ensure competitiveness and reliability.
  • Identify cost-saving opportunities through innovative procurement and construction techniques.

4. Stakeholder Coordination
  • Work closely with clients, consultants, contractors, and internal departments to align bid strategies with project objectives.
  • Engage with suppliers and subcontractors to negotiate pricing and terms.
  • Provide technical and commercial support during bid presentations and client negotiations.

5. Compliance & Risk Management
  • Ensure bids comply with legal, regulatory, and safety standards.
  • Identify financial and contractual risks, proposing mitigation measures.
  • Maintain up-to-date knowledge of industry trends, construction methodologies, and market rates.

6. Team Leadership & Mentoring
  • Guide and mentor junior estimators, ensuring high-quality bid submissions.
  • Develop best practices, standardized templates, and tools to improve efficiency in the estimation process.

7. Post-Bid Support & Handover
  • Support contract negotiation and clarification meetings with clients.
  • Assist project teams in transitioning from bid phase to execution, ensuring cost estimates align with project budgets.


Knowledge & Skills Requirements:
 
• Proficiency in quantity surveying and cost estimation
• Practical and technical knowledge of large-scale civil engineering and utilities projects
• Excellent analytical skills and attention to detail
• Proficient in MS Office programs (Work, Excel, etc)
• Experience working with cost estimating software
• Ability to read and interpret technical documents
• Excellent written communication and interpersonal skills
• Ability to lead a team in preparing large bid submissions
• Good industry knowledge of utilities and civil engineering industry and contracts an advantage
• Exceptional time management skills
