Circet are currently recruiting for a Streetworks Manager to be responsible for overseeing the inspection regime and related activities of the Civils Inspectors, associated with highway works under the New Roads and Street Works Act 1991 (NRSWA) and Traffic Management Act 2004 (TMA).

Responsibilities as Streetworks Manager include:
- Manage the co-ordination of Street Works across the UK by liaising with Statutory Undertakers, LA, Councils & Road Authority.
- Manage teams and oversee applications / issue licences where appropriate.
- Facilitate and broker solutions to network occupancy conflicts, making unilateral decisions where necessary.
- Lead the development and continuing application of policies, systems, processes, standards and QA mechanisms for the management and control of penalties for failure to meet with the requirements of appropriate legislation.
- Overall management of the planning/noticing of works being organised on the highway.
- Manage, prepare and circulate programmes containing daily whereabouts and other works and information for LA, Client and stakeholders.
- Chair and Co-ordinate HAUC meetings, ensuring a proper audit trail of meetings and outcomes.
- Deliver appropriate enforcement action where necessary.
- Support and manage the Noticing Manager.
- Support the coordination and implementation of the Temporary Road Works Policy, ensuring effective liaison with the clients and staff.
- Ensure all necessary budgetary control and financial management are in place for delivering the street works service, recovering costs where appropriate, recovering penalty charges from subcontractors and making charges for other services including recharge of subcontractors where appropriate.
- Ensure effective communication with the stakeholders to proactively promote the Streetworks Service, using all available formats.
- Establish the post as the focal point for contact in relation to the Streetworks Service.
- Respond appropriately to enquiries from members, the public and the LA within response times.
- Provide input and support towards all staff and stakeholders including LA by holding scheduled meetings with KN Circet, stakeholders and or LA.
- Lead and develop your staff to ensure efficient and effective service delivery.
- Assist the other teams within the company when issues arise.
- Deputise any roles within the team if necessity dictates.
Skills & Experience required:
- Strong knowledge of NRSWA legislation, NRSWA Specification and Codes of Practice, and the Traffic Management Act and Codes of Practice.
- Computer literate.
- CDM/Health and Safety knowledge.
- Contract procedure knowledge.
- Experience of supervising staff.
- Operational application of NRSWA.
- Co-ordination of Street Works.
- Liaison with contractors and third parties.
- Site supervision.
- Health and Safety Risk Assessments.
- 3/5 years + experience as a Senior Technician in a Streetworks Functionality.
